Art was born in England in 1917 and attended school in Tynemouth, excelling in track, soccer, and cricket. He then decided on a naval career and while stationed in Australia, Art was injured and unfortunately became disabled.
He immigrated to Canada after the war and his sporting interests soon included soccer, lacrosse and hockey. In the 1950’s, Art switched from minor lacrosse to Jr. “C” hockey and was with the Whitby Hillcrests when they won a championship. He then joined the Brooklin Lacrosse Club that won the Ontario Lacrosse Championship in 1958. After winning many Sr. “B” titles, the club was elevated to Sr. “A” and Art became team manager. Art was President of the club for a short time and was the trainer for the 1968 Brooklin Redmen Mann Cup Champions.
In 1975 Art joined the Ontario Track and Field Association, working with disabled athletes, and in 1976 was select as Assistant Torch Bearer for the Olympic Games in Montreal representing amateur sports. He spent 20 years with the OTFA and was the Coordinator of the Officials until semi-retirement in 1982. While working with the OTFA, Art was awarded the Olympic Commemorative Medal for his work with amateur sports and was Official of the year for Ontario in both 1991 and 1992.
He also received the Special Achievement Award in 1992 for his work at the 4th Indoor Track and Field Championships and in 1995 was named a member of the Track and Field Wall of Fame in Ottawa.
